This neoclassical building on Plac Wolności went up in 1827 to a design by Bonifacy Witkowski, one of the first brick structures in Łódź. As the town hall it held the burgomaster's apartment, the chancellery, and a police lockup behind an entrance framed by two Ionic columns. The State Archives has occupied it since 1927.

A four-sided clock tower crowned the roof from 1834, its clock started running by the Łódź watchmaker Michał Strangos and paid for by a businessman from nearby Ozorków. In November 1914 a bomb dropped from a German aircraft exploded outside the entrance. The blast blew out the windows and doors and stripped most of the plaster from the facade. Architect Kazimierz Stebelski led the postwar restoration, keeping close to the building's original historic character.
